Preface This is the second edition of CSA Standard B311, Safety Code for Manlifts . It supersedes the first edition, published in 1979, and Supplement No. 1-1984. The belt manlift section (Clause 5) of this edition incorporates clauses transcribed from ASME Standard A90.1. This section was moderately revised with regards to floor landing guarding requirements to incorporate emergency landings and consistent handrail guarding of floor openings. Mechanical requirements were changed for the safety brake application, belt width and strength requirements, tensioning device, and the use of cast components. Electrical requirements have been reorganized and now include bottom safety stops and manual reset locations. Appendices A and B have been excerpted from Appendices A and B of ASME Standard A90.1 to provide recommendations on the logging of inspection reports for maintenance and a standard training program for manlift passengers. The hand-powered manlift section (Clause 6) was slightly revised to incorporate provisions for protection of spaces below the hoistway, and to be in line with other types of manlift. The power-type manlift section (Clause 7) was slightly revised and reorganized with the inclusion of requirements for specific equipment, including (a) limitation of load, speed, and platform area; (b) pits; (c) remote counterweights: (d) machine rooms; (e) car doors and gates; (f) car construction, car safeties, and governors; (g) suspension ropes; (h) buffers; (i) driving machines; (j) electrical protective devices; and (k) top-of-car operation. This Standard was prepared by the Technical Committee on Manlifts, under the jurisdiction of the Strategic Steering Committee on Public Safety, and has been formally approved by the Technical Committee. This Standard has been developed in compliance with StandardDetails Council of Canada requirements for National StandardDetails of Canada. It has been published as a National Standard of Canada by CSA Group. Scope 1.1 This Standard specifies minimum requirements for the design, construction, installation, operation, inspection, testing, alteration, and maintenance of permanently installed manlifts for the vertical transportation of authorized personnel and, where authorized, their tools and equipment. Such manlifts are typically installed in structures such as grain elevators, radio antennas, bridge towers, underground facilities, dams, power plants, pulp mills, and similar structures. 1.2 This Standard does not apply to (a) mine hoists (b) hoists for raising and lowering personnel or materials or both (such hoists are covered by CSA StandardDetails CAN/CSA-Z185 and CAN/CSA-Z256); (c) devices covered by CSA Standard B44; (d) devices covered by CSA Standard CAN/CSA-Z271 and the CSA B354 series of StandardDetails; and (e) elevating work platforms covered by the CSA B354 series and StandardDetails.
