Preface This is the first edition of CSA C868, Performance of LED replacements for tubular fluorescent lamps. This Standard ensures performance consistency of the various types of double-cap tubular LED (TLED) replacement and retrofit lamps for existing ANSI/CSA-standardized fluorescent lamps across the industry, providing standardized testing and measurement procedures and specifications. Consequentially, it ensures transparent and consistent manufacturer claims on the performance, quality, and reliability of TLEDs, enabling comparisons of key features and performance of TLED sources by users and utilities’ incentive programs. The requirements in this Standard have been developed in accordance with the following ANSI standards for specifying and testing TLEDs: a) ANSI C78.53; b) ANSI C78.54; and c) ANSI C82.77-10. CSA Group acknowledges that the development of this Standard was made possible, in part, by the financial support of BC Hydro, Efficiency Manitoba, FortisBC, and Independent Electricity System Operator (IESO). This Standard is considered suitable for use for conformity assessment within the stated scope of the Standard. This Standard was prepared by the Subcommittee on Performance of LED Replacements for Tubular Fluorescent Lamps, under the jurisdiction of the Technical Committee on Performance of Lighting Equipment and the Strategic Steering Committee on Performance, Energy Efficiency, and Renewables, and has been formally approved by the Technical Committee. This Standard has been developed in compliance with Standards Council of Canada requirements for National Standards of Canada. It has been published as a National Standard of Canada by CSA Group. Scope 1.1 Inclusions This Standard defines minimum energy efficiency and performance requirements for LED devices that have the general appearance, length, and base types of a conventional fluorescent lamp. These devices have the physical dimensions of a lamp as described in ANSI C78.81 or ANSI C78.901 are commonly known as LED tubular (TLED) lamps. The following TLED lamp constructions, described in CSA C22.2 No. 1993, are within the scope of this Standard: a) ballast-driven, non-integrated (commonly referred to as Type A); b) mains voltage-driven, integrated (commonly referred to as Type B); c) external driver-driven, non-integrated (commonly referred to as Type C); d) hybrid-type replacements that operate as more than one of the types listed in Items a) through c); e) CCT-selectable; f) connected; g) tunable white; and h) single-based U-shaped. Note: Safety requirements for LED replacement lamps are provided in CSA C22.2 No. 1993, C22.2 No. 250.1, and CSA C22.1. 1.2 Exclusions This Standard does not apply to: a) TLEDs with non-ANSI tubular fluorescent lamp connections; b) TLEDs in the non-visible spectrum (e.g., UV); and c) TLEDs intended for horticultural use. 1.3 Terminology In this Standard, "shall" is used to express a requirement, i.e., a provision that the user is obliged to satisfy in order to comply with the Standard; "should" is used to express a recommendation or that which is advised but not required; and "may" is used to express an option or that which is permissible within the limits of the Standard. Notes accompanying clauses do not include requirements or alternative requirements; the purpose of a note accompanying a clause is to separate from the text explanatory or informative material. Notes to tables and figures are considered part of the table or figure and may be written as requirements. Annexes are designated normative (mandatory) or informative (non-mandatory) to define their application.
